PMO Managing Director: Safety Standards Are the redlines for Iranian Ports

Mohammad Shikibi-Nasab, Deputy Minister of Roads and Urban Development and Managing Director of the Ports and Maritime Organization (PMO), emphasized that adhering to safety standards and protecting human life, as the country’s most valuable asset, is a non-negotiable redline for all ports.

Speaking at the inauguration ceremony for the new Head of Health, Safety, and Environment (HSE), Shikibi-Nasab stated that any negligence or disregard for safety, which could lead to fatalities, disabilities, or harm to personnel in ports, is unacceptable.

Heightened Sensitivity Toward Human Life

Shikibi-Nasab highlighted that everyone bears a moral responsibility to create a safe environment within the nation’s ports. He warned that any physical or mental harm to a port worker resulting from negligence would cause severe damage to their family and a significant portion of society.

He stressed that sensitivity and oversight regarding the safety of individuals in ports must be significantly higher than before. Acknowledging that HSE work is inherently stressful and anxiety-inducing, he noted that maintaining the mental peace and health of HSE staff is essential.

Reviewing Licenses for Negligent Companies

The Managing Director pointed out that human resources are the cornerstone of progress and the guarantor of an organization’s stability and survival. Consequently, safety sensitivities extend to companies operating within ports.

He explained that the degree to which non-governmental companies comply with safety requirements and prioritize human life is a key indicator for their ranking and license renewal. Licenses for companies that are negligent or irresponsible regarding human life will be subject to review.

Prevention Over Reaction

Shikibi-Nasab emphasized that in the field of safety, prevention is far more critical than reaction. He stated that prevention teams in all northern and southern ports must be highly active. Data shows that the downtime for docks, equipment, and personnel following an accident is significantly greater than the time invested in safety measures.

Positive Impact of Safety on Operations

The PMO Managing Director affirmed that strict adherence to safety issues and accident prevention has a direct and positive impact on the speed and efficiency of maritime and port operations. He described the maritime and port industry as highly complex, making compliance with environmental and operational standards vital.

Noting that 90% of international trade occurs through ports and maritime transport, he added that the flow of all goods ends at ports. Therefore, failure to comply with environmental laws and standards can sometimes cause irreversible pollution to the sea, which is a living and dynamic ecosystem.

Necessity of Educational Development

Shikibi-Nasab identified educational gaps and a lack of awareness as primary reasons for negligence regarding environmental issues at sea. He stated that a safe port is the first choice for cargo owners and shipping lines, while an unsafe port will certainly be excluded from their considerations. Thus, educational development in HSE is imperative.

He further added that ports should compete with one another in adhering to safety issues, as a safe port can have a significant impact at both national and international levels.

During the ceremony, members of the Board of Directors, port managers, and several HSE experts also shared insights and points regarding port safety actions and requirements.
